  17. <p>    If you can't kill a Government program, why not milk it?
  18. That, it seems, was the attitude of some officials who had
  19. failed to persuade Congress to stop spending some $200 million
  20. a year on fixing up run-down apartments and making them
  21. available to the poor with the help of federal rent subsidies.
  22. A report by Paul Adams, inspector general of Housing and Urban
  23. Development, suggests that the most effective way to get a
  24. housing project approved under President Reagan's HUD Secretary,
  25. Samuel Pierce, was for the developer to hire a prominent
  26. Republican as a "consultant" and pay him a substantial fee.
  27. </p>
  28. <p>    The most notable example was that of James Watt, former
  29. Interior Secretary and bete noire of environmentalists
  30. everywhere. He got $300,000 to help a developer get 312 units
  31. of such housing started in Essex, Md., in 1986. His "minimal"
  32. role, according to the report, was "to convince the right people
  33. that the projects were good and were needed."

  35. <p>    Others who got high consulting fees included Richard
  36. Nixon's Attorney General, John Mitchell, who has since died;
  37. former Massachusetts Senator Edward Brooke; former Kentucky
  38. Governor Louie Nunn; Philip Winn, current U.S. Ambassador to
  39. Switzerland; and Frederick Bush, a close associate, but no
  40. relative, of President Bush's. Jack Kemp, the President's new
  41. HUD Secretary, has ordered the program stopped until recent
  42. grants are reviewed and new approval procedures created.
